On Open Government. Open Government's main goal is to set new standards of transparency and efficiency for the Russian government. It is crucial to bring the speed of decision making in line with the requirements of the 21st century. Effective dialogue between business and the government (including regional governments) needs to be established. All this is paramount for improving the investment climate in Russia.
On preliminary discussions of draft laws. In August, the Ministry for the Economy adopted a procedure that all draft legislation has built in mandatory feedback from business and society as a whole. All interested parties will have the opportunity to be involved.
Obshestvennye Sovety (Advisory Councils) at all state agencies are to become far more proactive in the policy debate. A crucial topic is Professional Standards (the qualifications for all sorts of jobs in the economy). Also in the pipeline is a new law on industrial and ecological safety. The issue at question is the RUB 1tn in capex for these purposes. The government sees scope for 30% savings to be delivered by better standards in this area.
Investment climate needs to be improved. Two main principles for a favourable investment climate are developed institutions and developed rules. And Open Government aims to contribute in this area.
Situation with competition unsatisfactory. By YE12, a new programme of institutional reforms to promote a more competitive landscape is to be adopted.
A National Open Government plan has been devised, based on the practices of the Open Government Project (an international body uniting 50 countries). It is now being discussed with business.
Regional dimension. A lot of work with regional administrations. 18 regions are included in the pilot project
